Fighting poverty and social exclusion through learning

The municipality of Júlio Borges is located in the state of Piauí, Brazil.

Vision and motivation

By integrating the Learning Cities concept, the city aims to:

  • guarantee the rights and security of children and adolescents so they may develop fully;
  • strengthen and transform the family through education;
  • have a positive impact on the communities in which these families reside; and
  • eradicate social exclusion in the city.

Challenges and goals

The municipality suffers from extreme poverty. Its high unemployment rate can be attributed to a combination of poorly qualified workers, climatic factors and a lack of infrastructure. The region is characterized by families with a low income and low education level, with a constantly increasing number of socially vulnerable children and adolescents. Many rural families neither work nor have any motivation to alter their current circumstances.

Plan and implementation

The city intends to become a Learning City by launching three initial projects. The first is ‘Families in Action’, whose purpose is to bring families and schools closer together. The programme will involve parents, professionals from the municipality and religious leaders from the local community.

The second project, the ‘Educating for the Future Programme’, is aimed at children and adolescents aged 6 to 15. It organizes activities (e.g. reading, writing and music-making) that are designed to complement school classes and include all of the stakeholders involved.

The third project, the ‘Digital Girls Programme’, is aimed at girls at secondary school or in the final years of primary school. It is designed to improve their knowledge of ICTs and motivate them to pursue careers in related fields.
