Arab States: A region in transition
The CONFINTEA VI Mid-Term Review in Suwon, Republic of Korea, in October 2017, took stock of the progress made by Member States over the past eight years, and looked ahead to the fourth Global Report on Adult Learning and Education (GRALE IV), which will be published in 2019. The Arab States regional report, one of five produced for the Mid-Term Review in cooperation with the International Council of Adult Education (ICAE), examines the advancement of adult learning and education (ALE) in the region. It also looks at how key policy agreements and frameworks have contributed to this progress, and provides recommendations in advance of CONFINTEA VII in 2021.
Literacy continues to be a major challenge across the region, although the number of illiterate adults has seen a slight decrease, from 51.77 million in 2012 to 51.43 million in 2015. Based on the data from GRALE III, three-quarters of the Arab States have an official definition of ALE; however, the concept varies among the countries, from one that is restricted to adult literacy to a broader concept that implies inter-sectoral cooperation in ALE. The report asserts the need for a new and consistent concept of literacy and ALE that coincides with the 2015 Recommendation on Adult Learning and Education (RALE) framework.
The region has made noticeable achievements in narrowing the gender gap with regard to participation in ALE, but more efforts are needed to enhance the quality of programmes and to meet the needs of learners.
With regard to the political and economic changes in the region, the report demonstrates a growing need to adopt a comprehensive ALE framework that is aligned with the five areas of action outlined in the BFA and the RALE: policy; governance; financing; participation, inclusion and equity; and quality. As with all of the GRALE regional reports, it also includes a variety of good practice examples in relation to these areas of action.
