Innovative institutional design for building a learning city
Changzhou joined the Global Network of Learning Cities in 2016 with the aim of providing lifelong learning for all its citizens, in line with its commitment to making lifelong learning the foundation for sustainable development.
Vision and motivation
Changzhou acknowledges that the government plays an important role in building a Learning City. The city envisions that, by developing into a Learning City, it will effectively improve its citizens’ skills, enhance social cohesion, and promote economic and cultural prosperity.
Challenges and goals
As one of the modern manufacturing bases in the Yangtze River Delta, Changzhou enjoys rapid economic growth. Drawing on its strong economy, Changzhou will focus on the following areas:
- the extensive use of modern learning technologies;
- the creation of a widespread culture of learning; and
- improved governance and stakeholder participation.
Plan and implementation
Changzhou plays an active and leading role in disseminating the concept of lifelong learning. At present, the city is implementing efficient measures to create an atmosphere of learning throughout the city.
Institutional design:
The government has introduced various reforms and innovations to optimize the allocation of education and training resources; promote all kinds of learning organizations; and construct online and offline platforms. The establishment of a comprehensive system of lifelong learning is a key part of the city’s institutional design.
Practical level:
The city has formally adopted the Beijing Declaration on Building Learning Cities. It has set up a services platform, which numerous organizations have joined and which will enable all citizens to access learning resources at any time and anywhere.
