The National Centre for Public Administration and Local Government (E.K.D.D.A.) is the strategic agency of Greece for the training and education of public servants and Local Government employees. It was established in 1983, it is a Legal Entity of Public Law and is supervised by the Minister of Interior. Policy Issues
As a response to the challenges of the Information Society and its importance for Public Administration and Local Government, we have developed a Comprehensive Strategy, implemented through an integrated Business Plan with the following axis: Participation in Public Reform activities and promotion of e-Government in the framework of Information Society Decentralisation of training activities and qualitative upgrading of educational programs. Sixty five per cent (65%) of our training programs are now implemented by the Regional Training Institutes Collaboration with internationally acknowledged European educational Institutes for the promotion of best practices and facilitation of knowledge transfer Increase of training budget and utilisation of funds available through Community Support Framework Programs. During the three-year period 2004-2006, we achieved an increase of financial resources by seventy six per cent (76%), compared with the period 2001-2003.
Policy Outcomes
We have updated our institutional framework and codified the laws governing the operation of E.K.D.D.A. We have expanded the National School of Public Administration by adding two new departments. We have established the National School of Local Administration. We have proceeded to a complete operational restructuring of E.K.D.D.A. by introducing a new Charter and by reinforcing its human resources. We have upgraded our technical infrastructure with new Computer Laboratories and Tele-conference Rooms at IN.EP. and all P.IN.EPs. We have established a direct information line with the executives of Public Administration by issuing, since 2005, the quarterly publication 'E.K.D.D.A. Newsletter'. We provide continuous online information through our Portal at www.ekdd.gr.
International Activities
During the last years we have developed bi-lateral and multi-lateral collaborations and we have become an internationally respectable Institution in Public Human Capital Development. E.K.D.D.A. participates in U.N. and O.E.C.D. programmes, Community Initiative actions and in European Public Employees exchange programs.
